Ruby Pipeline Road Use Update
Modoc County has received a one-time payment from El Paso Corporation of $158,000 for the use of Modoc County roads by trucks which are hauling pipe, gravel and heavy equipment to the Ruby pipeline work site east of Cedarville.
In addition, El Paso Corporation and Modoc County have formalized an agreement that El Paso will not use county roads north of Cedarville for heavy truck hauling, but that light-service trucks are allowed.
El Paso will repair and perform maintenance on county-owned roadways and public rights of way that are damaged as a direct result of Ruby road use, at least to the condition that existed prior to the start of construction-related activities, according to a county roads department spokesman.
El Paso will also apply for required permits for over-size vehicles, control and monitor traffic and dust and cooperate with road-use during inclement weather. Modoc County will provide snow plowing, inspection and oversight.

Ruby Trucks Heading North
At the same time that El Paso Corporation and Modoc County were hammering out a road agreement for Ruby Pipeline use of Modoc County roads, with one of the main sticking points being heavy truck traffic north of Cedarville on County Road 1, pipeline trucks were heading north by the back door.
Asked about the gravel trucks that were using County roads 18 and 15B to access the Lake City gravel pit north of Cedarville Gene Morris of the Modoc County road department said “There was a miscommunication between Ruby Pipeline and one of their sub-contractors.”
On November 17 Modoc learned about the hauling of gravel on County Roads 18 and 15B. Morris said they asked Ruby about it and were told Ruby was not using those roads because the Lake City Pit material would not meet their needs. Ruby said they were purchasing what they needed from a local vendor. Morris said the subcontractor stopped the hauling the next day.
“To our knowledge this has not changed,” Morris stated. “We at Modoc County Road Department take our duty to preserve and improve the roads in the maintained road
system seriously.
“We respectfully request that all members of the public please keep us informed of road use and conditions so we may better perform our duty.”

Oh Christmas Tree
Christmas tree permits are available through the mail by sending a check for $10.00 per permit to Modoc National Forest, 800 West 12th Street, Alturas, CA 96101. Checks should be made out to USDA Forest Service, and accompanied by a return address in order to process the request quickly. Two permits per household are allowed.
Permits are non-refundable.
